The House Tax Committee will hear tax increment financing bills later this month.

The House Tax Committee and Property and Local Tax Division are planning to hear tax increment financing bills on February 19 and 26. The League has been contacted by House Chair Ann Lenczewski (DFL-Bloomington) and Property and Local Tax Division chair Jim Davnie (DFL-Minneapolis) who have both encouraged cities with TIF proposals to work with their legislators to have bills introduced as soon as possible. In order for a bill to be heard on February 19, it will need to be introduced no later than Monday, February 18. That means that the legislation will need to be submitted to the Chief Clerk’s Office on Friday, February 15.
A number of local TIF provisions that were included in the vetoed 2012 Omnibus Tax Bill have been amended to SF 119 (Skoe, DFL-Clearbrook) the federal income tax conformity bill in the Senate. If your city has a provision in SF 119, it should still have separate legislation introduced.
