Lobbyist Ann Higgins Retires After 32 Years with the League
Long-time League lobbyist worked on elections, data practices, housing, and telecommunications issues at the Minnesota Capitol.

For the past 32 years, Ann Higgins has worked for the League of Minnesota Cities. She was hired by the League as a staff associate and started employment on Sept. 29, 1980. Ann will be retiring from her service to the League and Minnesota cities on Jan. 15.
Prior to her employment with the League, Ann worked at the Minnesota Legislature, where she was employed in the Public Information Office and drafted legislative reports on policy issues.
In her initial position at the League, her responsibilities included interaction with the National League of Cities on congressional issues as well as involvement with the League’s Minnesota legislative policy development activities. At that time, she reported directly to the League’s executive director. In her first years at the League, she was also very involved in planning and organizing the League’s annual conference and its conference for newly elected officials.
Ann became a lobbyist when the League restructured its Intergovernmental Relations Department in the early 1990s and since that time, she has worked on a range of issues, including elections, data practices, housing, public utilities, and telecommunications.
At the November meeting of the League’s Board of Directors, Minneapolis Councilmember and LMC President Betsy Hodges congratulated Ann on her years of service to the League and cities across the state saying, “I would like to extend my thanks and gratitude to Ann for making this organization what it is. You are a foundation for the League.”
In 2012, Ann was honored by Minnesota Women in City Government for her many years of support to that group and for her career contributions. Ann has also been acknowledged by the Minnesota Association of Community Telecommunications Administrators (MACTA) for her work on telecommunications and cable issues.
In addition, Secretary of State Mark Ritchie attended a retirement gathering for Ann and personally thanked her for her years of service to the Minnesota elections process—both as a perennial election judge and also as a voice of cities on elections laws at the state Capitol.
