New leadership, new dynamics
The elections last fall dramatically changed the complexion of the legislative process. The session began Jan. 3 with new leadership in both the House and the Senate.
Legislative accomplishments. Although the 2007 session may be remembered as a session filled with vetoes and conflict, the Legislature and the governor did reach agreement on many issues. For the first time since 1999, the Legislature was able to pass a state budget without needing a special session to complete the work. Other items were also enacted, including:
- Statewide smoking ban.
- Clean Water Legacy Act funding.
- Renewable Energy Act.
- Police and Fire disability benefit changes.
- New electronic-waste recycling program.
- Best-value contracting.
Other bills impacting cities also passed, including:
- Legislation relating to city wellness and employee recognition program authority.
- Flu pandemic open meeting law requirements.
- Amusement park ride regulations.
- Construction code administration and enforcement provisions.
- Unemployment insurance program changes.
- Park dedication fee determinations.
- Metropolitan Land Planning Act updates.
The Legislature will reconvene for the next regular session on Tuesday, Feb. 12, 2008, to start the process all over again.
